Официальным письмом заместителя Генерального Секретаря ВОСД Люка Паниссо декларировано приостановление членства России во Всемирной скаутской организации.

Ожидаемым и прогнозируемым результатом политической возни, устроенной президентом ВНСО Сироткиным вместо того, чтобы заниматься отведенным ему участком работы, стал прискорбный факт приостановления членства ВНСО в составе Всемирной Организации Скаутского Движения - WOSM. Решение по этому вопросу было принято 12-13 октября 2002 на заседании Всемирного скаутского комитета - высшего руководящего органа ВОСД.

По настоятельной инициативе Братства Православных следопытов (одного из учредителей ВНСО) 1 ноября 2002 г. созывается чрезвычайное заседание Совета ВНСО, который не созывался или саботировался высшим должностным лицом ВНСО уже год. Надеемся, что С. Сироткин найдет в себе силы посетить это мероприятие.

Информацию о приостановке членства и ограничения прав ВНСО подтвердил и референт Евразийского скаутского бюро Сергей Савченко:
Обращаю Ваше внимание на пункт 4, согласно которому членство ВНСО в ВОСД приостановлено (сумма долга CHF 5,249).

В настоящее время, для исправления сложившейся ситуации, позитивно настроенными членами Совета ВНСО выражено предложение об уплате взносов в ВОСД напрямую на счета Всемирного Бюро.

Однако остаются достаточно серьезные вопросы, касающиеся и расходования собранных в прошлом году средств, т.к. официальный счет ВНСО, подлежащий контролю со стороны избранных на конференции ВНСО членов КРК до сих пор не открыт. Не исключено, что именно благодаря такой бесконтрольности, и образовался указанный долг нашей организации. Второй вариант, не менее вероятный - то, что численность ВНСО - 14 000 декларированная при вступлении в ВОСД - надуманна и не соответствует действительности.

Ниже приводится без поправок и перевода текст решения Всемирного скаутского комитета:

To All-Russia National Scout Organization

Dear Colleagues,

1. In application of the terms of the policy on payment of registration fees (see attached annex), the World Scout Committee, at its meeting on 12-13 October 2002, carefully considered the situation of the 34 Member Organizations, including your Association, which had registration fee arrears with WOSM at 1 October 2002 and had not cleared their situation by the date of the meeting.

2. The World Scout Committee took two decisions.

The first decision relates to the application, in the future, of the "Policy on payment of registration fees - Provisional suspension of Membership".

The second decision relates to the situation of Member Organizations having fee arrears as at 1 October 2002.

3. Application of the policy in the future

The World Scout Committee decided to introduce the principle of "automatic application" on the implementation of that policy whereby:

- Member Organizations which have registration fee arrears at the opening of any World Scout Bureau fiscal year (1 October), will be automatically suspended from membership with WOSM with partial application of the sanctions (see § 4 below for consequences), unless already previously suspended. If such is the case, Member Organizations previously suspended with partial application of the sanctions will see their provisional suspension transformed into provisional suspension with full application of the sanctions.

- Member Organizations already suspended with full application of the sanctions, will see their provisional suspension confirmed.

- Member Organizations which will not have cleared their registration fee arrears by the date of the Spring meeting (March or April in any year) of the World Scout Committee, will automatically see their provisional suspension with partial application of the sanctions transformed into provisional suspension with full application of the sanctions.

4. Situation of Member Organizations having fee arrears as at 1 October 2002
The World Scout Committee decided to provisionally suspend from membership with WOSM, with partial application of the sanctions, all Member Organizations having registration fee arrears as at 1 October 2002.

This includes your Association which had, at that date, unpaid fee arrears amounting to CHF 5,249.

5. The immediate practical consequences of this decision result in the loss of:

- voting rights at World and/or Regional events organized under the auspices of WOSM,

- the right for individuals of the suspended Member Organization to join committees or stand for election in any organs of WOSM,

until and unless your registration fee arrears are fully cleared, in which case the suspension will be automatically revoked.

6. A general circular of information (26/2002) will be sent to all WOSM Member Organizations with a forthcoming Scoutpak, to share the decision of the World Scout Committee.
